For years, Dr. Abdullahi had stood out as one of Nigeria’s brightest energy minds — a scholar, reformer, and strategist whose depth of knowledge and drive for innovation made him a natural fit for the task of steering Nigeria’s energy future. Like a golden fish that has no hiding place, his brilliance could not be ignored. President Tinubu’s decision to entrust him with the ECN was thus a fitting acknowledgment of excellence.
The Scholar Who Became a Strategist
Dr. Mustapha Abdullahi’s story is the embodiment of intellect meeting impact. A proud alumnus of the University of Manchester, United Kingdom, he holds both Master’s and Doctorate degrees in Engineering from the prestigious institution.
While at Manchester, he served as a Research Associate and Teaching Assistant in the School of Mechanical, Aerospace, and Civil Engineering, where he honed his academic and technical prowess. His quest for excellence continued as a Postdoctoral Fellow from 2021 to 2023, during which he conducted groundbreaking research on “Assessment of Structural Integrity”, supported by the UK’s Industry Collaboration Fund — a recognition of his commitment to merging academic knowledge with industrial application.
A Chartered Engineer (CEng) and Member of the Institution of Mechanical Engineers (MIMechE), Dr. Abdullahi combines rare technical competence with visionary leadership — traits that have defined his career trajectory.
A Career Built on Innovation and Service
With over 14 years of experience in Nigeria’s energy ecosystem, Dr. Abdullahi’s professional journey spans oil and gas regulation, space-energy research, and policy strategy.
He began his career at the Department of Petroleum Resources (now Nigerian Upstream Petroleum Regulatory Commission, NUPRC), where he contributed immensely to regulatory reforms, energy systems management, and sustainability initiatives.
His work at the National Space Research and Development Agency (NASRDA) later expanded his horizon, enabling him to explore innovative links between space technology and renewable energy solutions — a frontier few have ventured into.
Before joining the ECN, he served as Senior Technical Adviser to the Minister of Innovation, Science, and Technology, Chief Uche Geoffrey Nnaji, where he played a pivotal role in advancing national policies that promoted innovation, renewable energy adoption, and scientific development.

Implemented the Renewed Hope Solarization Project, delivering 2 MW of solar hybrid systems to 37 universities and 37 tertiary hospitals across Nigeria.
Signed a landmark MoU with China Energy Engineering Corporation to establish State Energy Planning Implementation Units in all 36 states.
Partnered with LONGI Solar, a global leader in renewable energy, to establish a solar panel manufacturing plant in Nigeria.
Launched the Compendium on Industrial Energy Efficiency Policies in collaboration with UNIDO and GEF.
Commissioned a 5kW Hybrid Solar-Powered Electric Vehicle (EV) Charging Station.
Developed and patented a Hexagonal Domestic Charcoal Stove to promote clean cooking and improve thermal efficiency.
Signed an agreement with a Chinese firm to establish a Lithium Battery Production Plant in Nigeria.

Unveiled the National Energy Policy (NEP) and National Energy Master Plan (NEMP), providing the strategic blueprint for Nigeria’s energy future.
Established a 10MW Solar PV Module Assembly Plant at the Enugu Research Centre.
Developed a Hydrogen Generation System at Bauchi and a Pilot Bioethanol Plant at Benin.
Initiated the National Policy on Methanol Fuel Production from Gas in partnership with the Ministry of Innovation, Science and Technology.
Launched the Minimum Energy Performance Standards (MEPS) for air conditioners with UNEP and Standards Organisation of Nigeria (SON).
Created the National Energy Information System (NEIS) website with the ECOWAS Commission.
Established a Pilot Green Hydrogen Plant and Barefoot Renewable Energy College in Kogi State.
Represented Nigeria at the G20 Energy Transitions Working Group in Brazil, endorsing global principles for just and inclusive transitions.
